Major duties and responsibilities include:
• Providing plans, consultation, advice, specifications, and designs for virtually all spaces involved in new construction and/or renovation.
• Reviewing Architect/Engineer submittals for compliance with VA regulations and facility design criteria.
• Acting as a technical representative for design and finish specifications matters.
• Influencing design of new construction from conception through... activation by an in-depth knowledge of use requirements and availability of furnishings to fulfill these requirements.
• Ensuring that appropriately designed color schemes are formulated for all renovation and new construction projects.
• Planning and implementing a comprehensive Interior Design Program which includes providing complete, from concept to installation, interior design services for the organization to include satellite facilities.
• Planning, specifying, writing procurement packages, supervising installation and acting as the contracting officer's representative for all furniture procurements within the facility.
• Working with direct supervisor to coordinate and maintaining a schedule of short and long-range interior improvement projects for the facility through the multi-year interior design plan and other programs to identify existing and future project needs.
• Working within the operating budget, preparation of floor plans and space layouts, finish schedules, presentation boards and submittals, and accurate cost estimates.
• Working to create a multi-year furniture replacement program for the facility.
• Developing the interior/exterior signage and wayfinding plan for the facility.
• Managing an interior design file system that includes drawings, specifications, budgets, project information, government contracts, requests for interior design services, and regulations pertaining to interior design.
• Managing a resource library of catalogs for furniture, materials, finishes, and all other design-related items, that are appropriate by ensuring they contribute to infection prevention, long term maintenance and sustainability goals for a healthcare environment.
• Performing other duties as assigned.
Work Schedule: Monday-Friday, 8:00am to 4:30pm

Qualifications
IN ORDER TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING:
SPECIALIZED EXPERIENCE: You must possess one (1) full year of specialized experience equipped with the particular knowledge, skills, and abilities to perform successfully the duties of the Interior Designer position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience is experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment; Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings; Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public; Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context; Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.)

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must have successfully completed a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in interior design or other field that included or was supplemented by at least thirty (30) semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, eighteen (18) semester hours should be considered as satisfying the one (1) year of full-time study requirement. (COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION)

COMBINATION OF EDUCATION AND EXPERIENCE: You must have an equivalent combination of successfully completed graduate education and specialized experience to meet total qualification requirements for an Interior Designer. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE AND COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION)

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Requirements: : Work can vary from seated at a desk in front of a computer to extensive walking throughout the facility/grounds (interior and exterior) and visitation to construction sites and several off-site facilities. Work may require some lifting (<50lbs.), light furniture moving/rearranging, carrying heavy and bulky catalogs/artwork/samples etc. and travel/driving as needed to show rooms, furniture dealers and satellite facilities. Dexterity is required related to duties performed in drafting, sketching and writing.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
